第一节. 董事会可以发起
The 董事会 of Governors may at any time, by the affirmative vote of 2/3 of the 董事会, refer to the active members of the 酒吧 for determination by member ballot, any question of 酒吧 policy.
第二节. Members May Initiate by Petition
The 董事会 of Governors shall submit for determination by member ballot any question of 酒吧 policy, including proposals for changes in the 规则 or Bylaws, whenever directed so to do by a petition signed by not less than 3% of the active members of the 酒吧, based on the census of the 酒吧 as of the first business day of the calendar year in which the petition is submitted.
第三节. 过程
Ballots for use in any such referendum shall be prepared, 分布式, returned and counted in accordance with regulations prescribed by 理事会. The result of a referendum, as determined by a majority of the votes cast, when duly ascertained shall be published by 理事会 in the official 酒吧 publication, and shall control the action of the 酒吧, 理事会, 军官, 和委员会.
